Parking is one of those topics that almost everyone has an opinion about – and in Essex, it is consistently part of the conversation about the future of our commercial district. That is exactly why we are talking about it. Essex Exchange Wednesdays was created to provide Essex business and property owners with useful information, resources, and connections that can help them operate successfully and navigate issues affecting our commercial corridors.
From business assistance and public improvements to regulations and community resources, the goal is to bring the right people into the room so our business community can ask questions, learn, and be part of the conversation.
This Month: Parking
On Wednesday, October 21 at 9:00 AM, we are turning our attention to parking. Take a walk through commercial districts across Maryland, the country, or around the world, and you will find metered and paid parking in communities of all sizes. Why? Parking is more than simply finding a place to leave your car. How parking is managed can affect customer access, turnover of limited spaces, pedestrian activity, and the overall functioning of a commercial district.
Meet Ken Mills of the Baltimore County Revenue Authority

To help us better understand these issues, we will welcome Ken Mills, Chief Executive of the Baltimore County Revenue Authority (BCRA), for a presentation and conversation titled: “Parking Matters: How Smart Parking Supports Strong Commercial Districts.”
Ken has decades of experience with BCRA and extensive experience overseeing parking operations and strategies in Baltimore County. The discussion will explore how metered and paid parking can be used to:
- Manage limited parking resources
- Encourage turnover
- Improve access to local businesses
- Support the overall function of a commercial district
- Consider the factors communities should weigh when developing parking policies
A Conversation About Essex’s Future
This conversation is not just about whether Essex should or shouldn’t have parking meters. It is an opportunity to better understand why parking management matters in a commercial district, what different approaches are designed to accomplish, and what lessons we can learn as we think about the future of Essex.
We want this to be a thoughtful and productive conversation—one where our business community can learn more, ask questions, and share perspectives.
Join the Conversation
Business owners, property owners, community leaders, and others interested in engaging in a positive and productive discussion about parking are encouraged to join us.
Bring your questions, learn from an experienced local leader, and be part of the conversation about the future of Essex’s commercial district.
